Scott T. Shepherd President and CEO Scott Shepherd founded Brookside Health Staffing in March of 1998 to meet a severe staffing shortage for direct support workers who teach and help people with disabilities to live independently in the community. In 2002, Mr. Shepherd sold the company to another temporary staffing agency and continued as its executive director. In June 2007, Mr. Shepherd and Scott Ling partnered to repurchase Brookside Health Staffing, renaming the organization to Community Choice, Inc. Mr. Shepherd is a strong advocate for people with disabilities in Kansas and Missouri. Currently, he serves on several boards and associations that represent or advocate for people with disabilities, including Chairman of the Kansas Council for Developmental Disabilities, Kansas Social and Rehabilitative Services Strategic Plan Oversight Committee, Parson’s State Hospital and Training Center Advisory Board in Parsons, Kansas, 2006/2007 Chairperson of the Missouri Coalition for Developmental Disabilities, and the Board of Directors of the Missouri Association of Rehabilitation Facilities. Mr. Shepherd is also a parent of an adult son with a developmental disability. He has more than 20 years management experience in the healthcare industry including eight years as a hospital chief executive officer in the behavioral healthcare industry specializing in the treatment of acute behavioral disorders and chemical dependency for adults, adolescents, and children. Mr. Shepherd has directed inpatient and outpatient behavioral healthcare systems in many parts of the U.S. and abroad. Mr. Shepherd also owned and operated Shepherd Management Consultants, a management-consulting firm that provided leadership training, team building, strategic planning, business office consultation, human resource consultation, and marketing/sales training for small healthcare businesses. He received his Masters in Business Administration degree from Baker University and his B.A. degree in Communications and Public Relations from Brigham Young University. He is a Certified Staffing Professional. Scott Ling Vice President Operations Prior to joining Mr. Shepherd to form Community Choice, Inc, Scott Ling accumulated over 20 years experience working in Healthcare. He has a Doctorate Degree in Clinical Psychology, and experience working with a wide variety of people in many different capacities over the years. His clinical experience includes having worked as a counselor and supervisor with troubled adolescents, a Marriage and Family Therapist, providing court-ordered Forensic Evaluations, Drug and Alcohol Counseling, Clinical Case Manager, and as a Rehabilitation Psychologist. He has managed an inpatient adolescent psychiatric program, was the Associate Director of Neurobehavioral Programs for a Post-Acute Neurorehabilitation Program in Durham, NC, and Executive Director of a Community-Based Neurorehabilitation Program and Supported Living Services in Madison, WI. He has co-authored a professional journal article on the Influence of Outcome Studies on Rehabilitation Policy, and a book chapter on Independence in the Home and Community.
